General Procurement Notice (GPN)
1. The Government of the National Unity, Libya, has received financing from the African Development Bank (AfDB) toward the cost of the "Strategic Transport Sector Study in Libya" project. This General Procurement Notice aims to inform local and international consulting firms interested in providing their services within the framework of this project.
2. General Objectives of the Project: The project aims to enhance the capacity of the transport sector in Libya through the preparation of a comprehensive Strategic Transport Sector Study covering all transport modes (road, maritime, air, railway, and logistics). The study will identify opportunities and challenges, set a roadmap for future development, and focus on analyzing the current situation, assessing needs, and proposing policies and strategies to enhance the efficiency, effectiveness, and sustainability of the Libyan transport sector.
3. Main Component of the Project: The sole component of the project is the consulting services for the preparation of the Strategic Transport Sector Study.
4. Nature of Expected Procurements: It is expected that a contract will be awarded to one of the specialized consulting firms to conduct the Strategic Transport Sector Study. These services are anticipated to include data analysis, infrastructure assessment, model development, and the provision of strategic recommendations.
5. The selection of consultants will be carried out in accordance with the African Development Bank's Procurement Policy and Framework for Bank-Financed Operations (October 2015), which is available on Banks's website at www.afdb.org.
6. Estimated Timeline: Requests for Expressions of Interest (REOI) for consulting services are expected to be issued during the second quarter of 2026.
